Profile

Professor Gerard has been a member of the School of Law faculty for over thirty years. He is a well known expert on free speech and other constitutional issues. He has recently written two books: Local Regulation of Adult Businesses, Clark Boardman Callaghan (1993) and Federal Land Use Law co-authored with Dan Mandelker and Thomas Sullivan. His recent articles include: "The First Amendment in a Hostile Environment: A Primer on Free Speech and Sexual Harassment," Notre Dame Law Review (1993); "Adult Businesses, Newsracks, and Commercial Speech: Discovery Network Goes to the Supreme Court," The Zoning and Planning Law Report (1993); and "Politics, The First Amendment, and the Federal Court Review of Planning Decisions," The Zoning and Planning Law Report (1993).
